zebNet Shutdown Manager is a tool that allows you to reach all Power Off / Shutdown options from the system tray.
After install it can be set to start with Windows automatically. You can set it to seek confirmation before executing an action, or to require double click to enable an action.
It has a tray icon, which when right-clicked lets you Log Off, Restart, Sleep, Hibernate or Shut Down. There are also some settings you can toggle.
The tool is available for free.
